The official figures come from MONSTAT (the statistics office), which covers new-build dwellings only: the national new-build average was about 2,206 EUR per square meter in Q4 2025, up about 14 percent over the year, with the coast up about 24 percent and Podgorica up about 10 percent. The per square meter figures here are asking prices from portals and agency reports, which run higher than the official new-build average and rest on small samples, so treat them as indicative.
