Estonia has unusually good open data: the Land Board (Maa-amet) publishes actual transaction prices by city. The figures here are sold (transaction) prices for apartments. The official trend also comes from Statistics Estonia and Eurostat. Tallinn, Tartu and Parnu are well covered; Narva and Viljandi are small, thin markets where the figures are approximate.
Tallinn, at about 3,051 EUR per square meter sold, then Tartu and Parnu. Narva on the Russian border is by far the cheapest, near 545.
